The present report is submitted pursuant to the Human Rights Council resolution 26/31, requesting the High Commissioner for Human Rights to monitor the human rights situation in South Sudan and to report thereon to the Council at its twenty- eighth session, with recommendations on technical assistance measures, including on human rights education, to overcome challenges in the areas of security, accountability and transitional justice. This report
was prepared in cooperation with the United Nations Mission in South Sudan (UNMISS), and covers the period from 15 August to 15 December 2014. At the Council’s twenty seventh session in September 2014, the High Commissioner submitted a report on the situation of human rights in South Sudan covering the period from 8 May to 8 August 2014
