Vulnerabilities in South Sudan

In the humanitarian community we discuss vulnerabilities a lot. But we need to remember who is vulnerable can change one day to the next. When we provide assistance we can lift some groups out of vulnerability and others remain. Groups can be risks to communities and vulnerable in their own right. This simple two page document from protection actors in South Sudan is an important reminder that we have more questions than answers and few things are black and white.
