IASC Ground Rules (Advisory Note on Practical Considerations for Negotiations)

A useful framework document from Somalia.

Scope: This document is an Advisory Note for the humanitarian community. It is designed to provide a principled approach to agreed Ground Rules when negotiating humanitarian access. This note reflects the position of the humanitarian community operating in Somalia; namely that there is a commitment to work together constructively and to avoid avenues of negotiations which could jeopardize other organizations own negotiations or operations.

Purpose: The Ground Rules enable the provision of humanitarian assistance in a coherent and common fashion. All parties concerned, including beneficiaries, want to know what is being done, what is expected, and why the humanitarian community operates in the manner it does. Ground Rules can facilitate a common baseline from which the humanitarian community can operationalize humanitarian access.
